If the pump clicks on and off every few seconds, that is short cycling, and the pressure tank is often to blame. With the breaker off and the water drained down, the tank’s air should read about 2 psi under the low switch setting. On the common 40-60 setting that is around 38. You can check it with a tire gauge at the tank’s valve.
